Intelligence is potential. Proficientness is dependable capability.

A model may be intelligent. An agent may be autonomous. A robot may be precise. None of those facts, by themselves, tell us whether a defined task can be relied upon now.

§1 — Canonical distinction

A real English word with an unclaimed independent function.

Dictionaries recognize proficientness as a rare noun associated with the state of being proficient. This declaration does not invent the word. It gives the word a narrower operational distinction from proficiency: not the level once reached, but the capability that can still be relied upon.

§2 — The missing distinction

We measure intelligence.
We still fail to state capability.

A benchmark score

records performance on a selected test, at a selected time, under selected conditions.

A credential

records that a person reached or demonstrated a level, usually at some point in the past.

A deployment label

names a model, agent, or machine, but rarely declares what remains reliable after tools, permissions, data, or environments change.

Proficientness

states whether a specific capability is evidenced, current, attributable, and bounded enough to be trusted now.

Intelligence answers what a system may be able to do. Proficientness answers what it can presently be trusted to do.

§3 — Why the AI era needs it

Capability has become fluid, distributed, and conditional.

The same task may be performed by a person, by a person with a copilot, by an agent under supervision, or by an embodied machine. The result alone no longer reveals where the capability resided or whether it still holds.

Skills age and tools alter performance.

A certificate can remain valid while the workflow, regulation, software, or required judgment has already changed.

Can this person still perform this task under today’s conditions?

02 · AI agents

Capability is a property of the whole system.

Model version, tools, memory, permissions, prompts, policies, and oversight jointly determine what the agent can reliably do.

Which configuration demonstrated the capability, and is that configuration still active?

03 · Robots

Embodied competence depends on environment.

A robot that succeeds in one facility, lighting condition, payload range, or safety envelope may not hold the same capability elsewhere.

Where, within what bounds, and under whose supervision does performance remain dependable?

§4 — Anatomy of a held capability

A claim about now must declare more than a score.

Proficientness is not a new intelligence metric. It is the evidentiary state around a defined capability claim. The claim is incomplete when any of the following remains unstated.

  1. 01 Subject Who or what holds the capability: a person, team, model configuration, agent, robot, or composed system.
  2. 02 Defined task The specific outcome to be produced. No one is proficient in general.
  3. 03 Evidence What was observed, how often, and under which evaluation or operating conditions.
  4. 04 Boundaries The environment, tools, permissions, thresholds, exclusions, and safety envelope within which the claim remains valid.
  5. 05 Attribution Who directed, executed, supervised, reviewed, and accepted the outcome.
  6. 06 Currency The period during which the evidence remains a reasonable predictor of present capability.

§5 — Standing, not talent

The P-Scale describes the record.

It does not rank intelligence, skill, dignity, or general worth. It describes how strongly a specific present-tense capability claim is supported.

Evidence standing and current status remain separate. A strong historical record can lapse without becoming nonexistent.
